The UP government has made map approval mandatory for building construction even in rural areas. Now it will be necessary to get the map passed from the District Panchayat to build a house or complex with an area of more than 300 square meters.
The process will be the same as the rules already in force in urban areas. This step will ensure the quality of construction and stop haphazard construction. A fixed fee has also been implemented for getting the map passed.

Objections and suggestions have been sought within 15 days before implementing the bye-laws made keeping in mind the practical aspect in setting the standards of building construction after the approval of the Cabinet.
The 224-page proposed Building Bye-laws-2025 can be seen on the website of the Housing and Urban Planning Department and the website of Awas Bandhu.The prices of houses and flats in the state may come down after the implementation of the newly prepared Building Construction and Development Bye-laws-2025 by the state government.
The reason is that the proposed building bye-law will allow much more construction on expensive urban land.It is clear from the standards of the proposed bye-law that the FAR (floor area ratio) of affordable buildings with carpet area up to 60 square meters has been increased.
Similarly, by reducing the setback area to a great extent and eliminating the ground coverage system, up to 40 percent more construction can now be done.In case of buildings up to 15 metres in height, now only a setback of five metres will be necessary.
By giving a lot of relaxation in all kinds of stringent standards of building construction and simplifying the entire process from getting the map passed to getting the no objection certificate, the plot owner will be saved from exploitation and at the same time more flats etc. can be constructed even on small plots.
Arrangements have also been made in the bye-law to deal with the increasing problem of parking of vehicles.To increase the availability of parking, podium parking and mechanized triple-stack parking will be allowed. A separate parking block will be allowed for plots larger than four thousand square meters.
Separate provisions for ambulances in hospitals and bus parking and pick and drop zones in schools have also been proposed in the bye-laws.Eliminating the requirement of having a 24 meter wide road for shopping malls, the proposed bye-law says that permission to build shopping malls can be given on 18 meters only.
Similarly, medical establishments without beds and primary schools can be opened on nine meter wide roads.Apart from industries, building of heritage hotels will be permitted on the 7 meter wide road. Housing will be available to the needy at low cost.
Departmental experts say that after similar changes were made in building construction standards in Telangana-Andhra Pradesh, a decline in the prices of houses and flats was observed in Hyderabad.
Though other activities (mixed use) including commercial will be permitted only in residential buildings situated on roads 24 metres or wider, however, the mixed use as decided in the master plan has been proposed in the bye-laws even on roads less than 24 metres wide.
There will also be a grievance redressal committee under the chairmanship of the Principal Secretary, Housing and Urban Planning, for clarification regarding any contradiction regarding the proposed bye-laws.
The government believes that by increasing FAR and ground coverage and relaxing other standards including removing restrictions on the height of buildings, the current prices of houses, flats etc. will decrease.
Houses and flats can be built on the land, maps will be approved online
Due to the rapid migration from villages to cities for better infrastructure, the demand for buildings for residential as well as other activities is increasing rapidly in urban areas. Due to high demand, the prices of land are also increasing continuously.
Due to expensive land, the prices of buildings and flats are also increasing.In view of this, on the instructions of Chief Minister Yogi Adityanath, who is also in-charge of the Housing and Urban Planning Department, a new bye-law has been prepared by the department in place of the 17-year old development bye-law.
Till now two hectares of land was required for a hospital but now a hospital and shopping mall can be built on a plot of three thousand square meters. In the case of educational buildings, the requirement of playgrounds etc. will have to be followed.
Due to availability of valuable land in the city, the norms for minimum area of plot for construction of buildings for various uses have also been changed.
Till now, a plot of 2,000 sq.m. was mandatory for group housing, whereas now, group housing will be allowed on a plot of 1,000 sq.m. in the old urban area (built-up area) and 1,500 sq.m. in other areas.Similarly, for multi-units, a plot of 150 square meters instead of 300 square meters will now be required.
Whereas for buildings more than 51 meters high, a setback of 15 meters in the front and 12 meters in the back will have to be left instead of 16.Provisions of increasing FAR up to 300 per cent for large buildings and additional FAR up to seven per cent for green-rated buildings will also enable maximum construction on expensive land.
There will be no height restriction in case of buildings being constructed in areas other than around airports, protected monuments etc. It is worth noting that the concerned departments will not be able to procrastinate in giving No Objection Certificate (NOC) for building construction.
If any department does not give NOC within the stipulated period, then as soon as the time passes, it will be considered under the deemed approval system that the department has no objection.
Similarly, no permission will be required for the construction of a residential building of 100 square meters and a commercial building of 30 square meters.At the same time, in areas with approved layout, the map prepared by a licensed architect for construction of 500 sqm residential and 200 sqm commercial building will be approved under trust-based online process.
If there is adequate parking facility, up to 25% of the FAR (floor area ratio) of the house can be used to open offices of doctors, lawyers, chartered accountants, architects etc. Similarly, there will be no need to get a separate map passed for nursery, crèche and homestay.
