As Uttar Pradesh inches closer to its scheduled 2026 three-tier panchayat elections, a storm is brewing behind the scenes that could derail the timeline.

The state’s Urban Development Department has thrown a curveball by requesting a rollback of an earlier government order one that put a freeze on the formation and expansion of urban local bodies.

If accepted, this could temporarily halt ongoing panchayat poll preparations.

Clash Between City Growth Plans and Village Election Timelines

In a surprising twist, the Urban Development Department has urged the Panchayati Raj Department to lift restrictions on new urban bodies and boundary expansions imposed via a government order dated May 21.

The formation of 97 new municipalities and boundary extensions for 107 existing ones are stuck in limbo.

Citing mounting pressure from public representatives, officials argue that holding off on these urban developments until after the elections could trigger legal challenges and public backlash.

Work on Reorganization Paused

The Panchayati Raj Department had already set the ball rolling. The ward reorganization process kicked off on July 18, with plans to release the final list by August 10.

But now, with new instructions possibly on the horizon, everything might grind to a halt.

Amrit Abhijat, Principal Secretary of the Urban Development Department, penned a letter to his counterpart Anil Kumar, stressing the urgency of lifting the freeze.

“Delaying urban expansion could have legal consequences if not addressed before the elections,” he cautioned.

Legal, Political, and Administrative

With 97 new urban local bodies awaiting formation and over 100 existing ones poised for expansion, there’s a lot at stake.

Public representatives continue to push for faster action, citing governance needs in rapidly urbanizing areas.

If the expansion is postponed until after the panchayat elections, there’s a real chance the matter could land in court.

To avoid this, the Urban Development Department is pressing for the May 21 order to be rescinded immediately.

Departments Await Election Commission’s Guidance

In response to the new developments, the Panchayati Raj Department’s Joint Secretary, Jai Prakash Pandey, has reached out to the Director of the department and the Secretary of the State Election Commission for their input.

Additionally, the Panchayati Raj Department has written to the State Election Commission seeking clear guidelines, especially since the commission is currently reviewing and updating the voter lists.

The final call now rests with the Election Commission will it allow local body expansion before elections, or stick to the original roadmap?
