UP: Work will be done on lease in all the villages, instruction by CM

UP Chief Minister Yogi Adityanath on Thursday, May 15, conducted an in-depth review of the functioning of the Panchayati Raj Department and issued several important orders for the development of rural areas.

In the meeting, CM especially gave guidelines to the departmental officers on subjects like water conservation, digital administration, cleanliness in villages and environmental management.

The Chief Minister said that the traditional ponds located in the villages are not just water sources but are the soul of rural culture and society. He suggested that these ponds should be leased for a period of 3 to 5 years, so that revenue can be earned.

The Chief Minister directed the three departments, Panchayati Raj, Revenue and Fisheries to prepare an integrated action plan for the maintenance of ponds, their proper utilization and regular monitoring.

CM Yogi said that NITI Aayog has recognized the village secretariats of Uttar Pradesh as ideal institutions. Village secretariats have been established in 57,695 gram panchayats of Uttar Pradesh, which are becoming the mainstay of rural governance.

The Chief Minister directed that all village assistants must be given 15 days of computer training so that they can become technically qualified.He said that the financial activities related to the Panchayat Gateway Portal should be conducted digitally through the computers installed in these secretariats.

The Chief Minister lauded the digital initiatives of the Panchayati Raj Department. He termed measures such as state-level call centre, online attendance system, 10-seater helpline facility, geofencing of village secretariats and internet calling as transformational in rural administration.

Yogi Adityanath ordered that all the works of the Gram Panchayat, Kshetra Panchayat and Zila Panchayat should be monitored through these digital systems. To make the ‘Amrit Sarovar Mission’ more effective, the Chief Minister has ordered that these sarovars should be maintained regularly.

To realize the concept of ‘Smart Village’, Chief Minister Yogi Adityanath gave instructions to implement several basic facilities in villages:-

  • Provision of Common Service Centre in Gram Sachivalaya.
  • Digitization of Public Distribution System shops.
  • Utsav Bhawan, CCTV cameras, street lights, public address system.
  • Proper planning of cremation grounds in villages so that everyone can benefit.
