UP Chief Minister Yogi Adityanath has taken a historic step for lakhs of outsourcing employees of the state and has directed the formation of Uttar Pradesh Outsource Service Corporation.The objective of this corporation is to eliminate exploitation of workers, protect their rights and ensure transparency.

STRUCTURE AND FUNCTIONING OF THE CORPORATION

UP Chief Minister Yogi Adityanath on Friday gave a big gift to lakhs of outsourcing employees of UP. CM Yogi has given instructions to form Uttar Pradesh Outsource Service Corporation (UPCOS) to ensure service security, labor rights and remuneration of these employees.

Issuing necessary guidelines in this regard at a high-level meeting on Friday, the UP Chief Minister said that the state government respects the labour of outsourced employees and appreciates the work done in public interest and gives top priority to their social and economic security.

Outsourcing personnel will be recruited through the corporation, which will ensure transparency and standards in the recruitment process. Salary of the personnel will be sent directly to their bank accounts. This will eliminate the role of middlemen and salary will be paid on time.

The corporation will keep an eye on the activities of outsourcing agencies. This will stop exploitation of workers and illegal activities. Police verification of workers will be made mandatory and minimum pay scale will be fixed for various cadres.

He said that the state government is committed to ensure dignity, security and social justice to all employees. This corporation will not only bring transparency in the administrative system but will also bring stability and confidence in the lives of lakhs of outsourcing employees.

He also directed that reservation provisions should be followed as per rules in all appointments made through outsourcing corporation. Similarly, all benefits including medical facility, maternity leave, accident insurance, pension, family pension should be ensured through the corporation.But it must be ensured that the services of the personnel currently employed will not be disrupted.

The Chief Minister said that at present, the personnel working through outsourcing agencies keep receiving complaints of salary cuts, not getting payment on time, not getting benefits of social security schemes like EPF/ESI, lack of transparent selection process, harassment etc.

In such a situation, it is necessary to make extensive changes in the system.While discussing the structure of the proposed corporation, the Chief Minister directed that it should be ensured that no employee is removed from service by the service providing agency unless there is a recommendation from the competent officer of the concerned department.

He directed that the full remuneration of all the employees should be deposited in their bank accounts by the 5th of every month. Also, the EPF and ESI amount should also be deposited on time.In case of violation of rules, blacklisting, banning, imposing fines and legal action against the agencies should be ensured.

There should be clear provisions in this regard while forming the corporation. Through this corporation, which is going to be formed on the instructions of the Chief Minister, all the processes will be operated in a coordinated manner under a tripartite agreement between the department, the corporation and the outsourcing agency.

Transparent selection process, selection of agencies from GEM portal, merit based recruitment, use of modern technologies, timely deposit and monitoring of EPF/ESI and adherence to reservation rules will be ensured.
