An important change has been announced for outsourcing employees in the state. Chief Minister Yogi Adityanath told the assembly that the state government will now itself manage the recruitment, salary payment and other services of outsourcing employees.

For this, a new corporation will be established, which will end the role of private outsourcing companies and the employees will get direct benefit.

Employees will get protection of their rights

Taking a historic decision, the state government has announced to completely change the system of outsourcing through private agencies. Now the entire management from recruitment of outsourcing employees to salary payment will be looked after by the State Service Corporation.

This decision was taken under the chairmanship of Chief Minister Yogi Adityanath. Its purpose is to stop exploitation of employees and give them timely salary, stability and transparency. Outsourced employees will now get relief from harassment by agencies.

After the formation of the Outsource Service Corporation, the corporation will do all the work from recruitment to salary payment. By eliminating the agencies, the government’s money will be saved and the service benefits of the employees will also increase.

Sources say that the proposal to form the corporation can be placed in the next meeting of the Yogi cabinet. The corporation will also create a welfare fund for outsourced employees.

It has been proposed that girls selected in medical, engineering, PhD, management will be given one lakh rupees from this fund. One daughter of the family will also be given one lakh rupees from this fund for studying abroad.

The government will now form a special outsourcing service corporation. This corporation will appoint the required outsourcing staff for all departments and manage their services.

Earlier this work was done through private contractors and companies.Due to which employees often faced problems like not getting minimum wages, not getting salary on time and unfair deductions.

Transparency in recruitment and adherence to reservation

In the new system, recruitment will be done in a transparent manner by the Service Corporation. Also, the reservation policy will be strictly followed in all appointments.

Under the new rules, the Service Corporation will also create a grievance redressal mechanism for employees. If any employee has any problem related to service or payment.

Therefore, they will be able to lodge complaints directly through the corporation. Apart from this, there will be improvement in the facilities like allowances, health insurance and leave that the employees will get in future.

The government will also benefit from the formation of the corporation.The current expenditure on outsourced employees will be reduced by 22.5%. Currently, outsourced employees are hired through agencies.

Therefore, the government has to pay GST and agency commission. While discussing the problem of outsourced employees, the responsible departments had admitted that agencies extort money in the selection and renewal of employees.

EPF and ESI accounts are not opened for all outsourced employees and even for those whose accounts are opened, money is not deposited in them on time. Due to this, employees are not able to avail the benefits of ESI and EPF.

Sources say that the corporation will be formed as a non-profit organization under the Company Act. The corporation will make a centralized system of recruitment. The corporation itself will provide outsourced employees to all departments as per their needs.

Employees will be paid salary in their salary account. This will automatically insure the employees. In case of accident or disability, the bank will give Rs 30 lakh to the employee or his family.

ESI and EPF benefits will be available

  • Women employees will get 180 days of paid maternity leave
  • In case of miscarriage, 42 days of paid maternity leave will be available

70% paid leave for up to 91 days in case of illness

  • Free treatment and checkup facility for employees in ESI hospitals
  • Reservation of seats for children of employees will be ensured in ESI medical institutions
  • Compensation of Rs 2.50 to 7 lakh to the family in case of death in an accident
  • Pension facility after completion of service period
  • After the formation of the Pension Corporation, the wife or parents will get facilities from the government after the death of the employee
  • 12 casual leaves in a year
  • 10 days medical leave in a year
  • TA-DA on going out of headquarters on official work
  • Rs 2 lakh on normal death and Rs 5 lakh on accidental death
